The weather is extremely cold in the winters. Temperatures begin dipping into the low 30s in October and stay below zero for most days until the beginning of April. Snow is frequent, with the annual snowfall topping 40 inches annually. But the summers are very comfortable, with few days above 90 and generally sunny conditions most of the time. There is sometimes flodding early in the spring as the snowpack melts, but otherwise there isn't a lot of extreme weather.Murder is very infrequent in Rosemount - perhaps one every 3-4 years. Most of the crime is minor in nature, some home burglaries and minor acts of vandalism. Which explains why the local police department is usually more conderned with traffic violations than investigating crimes.Central Rosemount is the older part of town, with some of the buildings dating back to the turn of the 20th Century. Some of that housing is still in good shape, but there are also a number of beat-up, low-income apartment complexes that are much dingier than what you would find in the surrounding communities. That part of the town is very racially diverse. The newer and higher-end part of town runs East of Highway 3 near downtown Rosemount. That area includes a number of new townhouse developments, as well as large expensive executive homes located on one and two-acre lots. This is area is not exclusively white, but probably has less than a ten percent non-white population.Rosemount's population is split into two parts. The older, mostly retired residents have lived in town for decades and still see the town as the small bedroom community it was back in the 70s and 80s. The newer parts of town are filled with middle-class residents unfamiliar with the town and many of them commute into Minneapolis or St. Paul. There is a tension between the groups and it often spills into zoning disputes and other quality-of-life questions.

The downtown area does have a few small bars and restail establishments. But it would be a stretch to call it good for shopping - unless you're looking for yarn or a cheap beer.Rosemount residents attend the Rosemount-Eagan-Apple Valley District 196 schools, which are rated as some of the best in the U.S.There aren't a lot of places for singles to meet. There are a couple of bars downtown, but they are more places to watch sports than to meet the opposite sex.Nearby Apple Valley has a healthy number of businesses, from a Target and Walmart to a number of retail establishments and small businesses. In contrast, Rosemount more resembles Farmington, which sits on the town's southern border. There is a small downtown with a scattering of small bars and stores. But overall, you have to visit a nearby town to do any sort of serious shopping. One advantage of the lack of retail space is that the cost of housing tends to be lower than in nearby towns. Making it a good choice for people who are willing to trade convenience for the chance to save some money.
General comments   
Rosemount residents are friendly enough, but it's a town that is difficult where it can be difficult to fit in. Older residents are resentful of newer, often younger residents they see as ruining the town's rural nature. While newer residents can be frustrated by the perceived reluctance of the town to embrace new ideas. It's a challenge to find places and events where both sides feel comfortable and that tension can be a bit unsettling.
